ICBOC soliciting additional members to oversee GHD bond expenditures

A volunteer citizens group overseeing taxpayer-funded capital improvement projects at Sharp Grossmont Hospital in La Mesa is looking for a few new members. The Independent Citizens’ Bond Oversight Committee (ICBOC) is charged with overseeing and monitoring the Grossmont Healthcare District’s (GHD) construction-related expenditures on a number of hospital infrastructure projects. A GHD-sponsored, $247 million bond ballot measure, which voters approved in June 2006, is providing financing for construction, which recently began.

According to Ernest Ewin, ICBOC chairman, volunteers with experience in the construction and financial industries are needed as replacements for three of the 11 original ICBOC members who have resigned in recent months for various reasons, including relocating out of San Diego County and involvement with other community groups. ICBOC members serve for no more than two four-year terms, and must have certain qualifications and expertise in project management, construction, finance, medical and labor industries, as specified in the June 2006 Proposition G ballot measure, which was  approved by East County voters by more than 77 percent -- well above the two-thirds required. The full ICBOC Committee meets every other month, and sub-committees meet at various times, as needed, Ewin said. Recent ICBOC activities can be reviewed on the Web at http://icboc.gafcon.net, or www.grossmonthealthcare.org, and then click the “Prop. G Independent Citizens’ Oversight Committee” icon. Available on the website are minutes from previous Committee meetings, meeting agendas, bylaws, annual workplans, reports, memos and presentations.

Current ICBOC members include Ewin, president of Ewin & Associates, a consulting firm, and a member of the La Mesa City Council; Dr. James Johnson, retired surgeon and ICBOC vice-chair; Ellen Arcadi, a registered nurse and member of the Commission on Aging for the City of La Mesa; George Hawkins, president/CEO of the Associated Builders and Contractors, San Diego chapter; Dr. Peter Hanson, an orthopedic surgeon at Sharp Grossmont Hospital; Walter Heiser, law professor at the University of San Diego School of Law; Robert Klaiber, retired banker and volunteer with the Grossmont Hospital Auxiliary; Michael Peddecord, professor emeritus of health services administration at San Diego State University; and, Joseph Powell, business manager for the Sheet Metal Workers' International Association, Local 206.
