District Grant Programs Benefit Both Hospital and Community

The District Board's commitment is to use your tax dollars in a careful and prudent manner to help maintain and improve your district hospital while reaching out to meet the unmet healthcare needs of the community.

Throughout the state, other district hospital boards are doing likewise, stepping beyond the four walls of their hospitals with grant programs designed to make health care more accessible and affordable, especially to under-served residents at the geographic fringes of the district. We also want to reach high risk and special needs populations.


Grant Program Funding Objectives

Grants are awarded for the delivery of specific health-related services, and are limited to a maximum of 12 months. Prospective applicants are advised that the District Funds Programs provide:

Plus efforts to develop and test new approaches to solving problems within the health field - both physical health and mental health. Grant funds serve only district residents.

GROSSMONT HEALTHCARE DISTRICT
GRANTS POLICY
Fiscal Year 2004-05

Following is the Grants Policy approved by the Board on May 21, 2004 and amended by the Board on June 18, 2004:

1. There shall be budgeted $2 million for use during the 2004-05 fiscal year for community health care programs and grants.

a) The allocation to Grossmont Hospital Corporation through the Grossmont Hospital Foundation shall not exceed $750,000.

b) An amount not to exceed $225,000 shall be available to support charitable events that benefit the residents of the District.

c) Grants shall be allocated in the amount of $103,000 to scholarship programs.

d) Remaining funds shall be available through the grant application process to benefit community health care programs that meet District grant guidelines.

2. With the exception of the allocation to Grossmont Hospital Corporation, the following guidelines shall be followed:

a) No single charitable event shall be sponsored by the District in excess of $25,000.

b) No single organization shall receive sponsorships in excess of $35,000 for multiple events during the fiscal year.

c) Other than in exceptional cases, no organization awarded a grant of $50,000 or more during the fiscal year shall be eligible for sponsorship of a charitable event.

3. The Board will fund grant applications consistent with the District's mission statement.

4. The Board has determined that available resources shall be distributed throughout the geographic boundaries of the District to the extent that population and need dictate. Accordingly, in evaluating proposals for health care grants and allocating Community Relations funds, consideration will be given to those areas that are otherwise underserved.

5. Although the intent is to serve District residents exclusively, it is understood that regional organizations have a significant presence within the District and make a vital contribution to the health of District residents. Accordingly, applications whose services extend beyond the boundaries of the District are eligible for funds upon demonstration that the residents of the District will be proportionately served.

6. Recipients of grant funding shall agree to support the District's community outreach program through participation in health information programs of the District's community medical library. The extent of that participation is set forth in the District's grant agreement. Grant recipients shall agree to display a plaque (provided by the District), which makes known their District funding, in a prominent place within their facility.

7. Grant recipients should not assume that there exists an entitlement to financial assistance or that similar funding will be available in future years.

8. A formal Request for Proposal shall not be issued. However, a standard application form shall be made available to applicants for grant requests.

9. Other than in exceptional cases, charitable events advertised in brochures and/or fliers that give the appearance of being mailed to the District as part of a mass mailing shall not be considered. Organizations requesting the District to sponsor a charitable event shall solicit in the form of a letter and any appropriate back-up materials in a manner that indicates the amount requested and how the event will benefit a community health care program.

10. Review and consideration of applications for “simplified grants” (less than $25,000 for the one-time procurement of health, safety or environmental equipment) shall be expedited to the extent possible.

11. All grants shall be subject to appropriate fiscal and programmatic monitoring by District staff and/or consultants. Grant recipients must accept the District’s standard grant/contract terms and conditions as a stipulation of any grant award.
